The law is there to prevent a tenant from being evicted out of nowhere without cause. In reality, the laws have been abused by people who know that the eviction process takes time and claiming tenancy prevents being arrested for burglary. The main reason it has gotten this bad is due to police not wanting to actually investigate crimes, and instead pad their results with fishing expeditions on the side of the road.

As part of the agreement, he signed a "non-compete" contract stating that he could no longer pursue a career in his chosen specialty.
