Those western banks make it difficult for average and low income wage earners to open accounts in their countries, despite being legally resident there, but are quick to open multiple accounts for crooks who bring in chunk monies that are obviously stolen from the same developing world that they (Westerners) so despise. Even when discovered by anti graft agencies, they are reluctant to repatriate those funds back to their original countries the same way they deport illegal immigrants.
