I wouldn't say much more toxic. Hwa was just about as busted as a DPS can get. She could kill whoever she wanted whenever she wanted, and had solid survivability. She needed to be toned down, even now I wouldn't say she's useless

5k attack, +10% damage ee, atk buff + rage. , and with torrent, for 27k damage 🤣 on no mitigation. She'll deal like 18k damage on an actual tanky team. Nowhere near enough.
