blackfire synergizes better with hwei who naturally hits multiple targets, after 2nd item blackfire gives more ap than ludens would if you hit at least 3 enemies and it only gets better from there. the burn passive also just goes so well with hwei who casts multiple spells chipping away at his opponents health rather than 1 shotting them in a single burst
