How to do that while running 3 fast

You can buffer the f, f while recovering from another move, such as after a jab or a block. This saves time and makes the running move faster.

He’s low mid tier he just doesn’t stack up to the 20 odd other characters stronger than him especially in top tier as those guys are currently monsters.
