Hydraulic Dock Levelers

We don't have one of these pentalift dock levelers at my work, but it uses the exact same front plate design to nightlock the lip. Only problem is that the front lip doesn't retract all the way back in to clear the plate and instead goes back down in front, causing the plate to go below dock level with the front lip on the outside of the dock. I'm wondering if this is a problem with the Hydraulic controlling the lip, or possibly a rusted hinge bar that connects the plate and lip together... Any advice?
