3 questions I have with this scene first if they are born from the sharicite do they already have they're usual outfit or does histoire give it to them second do they already know their name or again is it something histoire gives them and third for being born some arbitrary amount of time before hand them seem oddly capable of speech and movement unless again histoire helps or they are somehow born with these capabilities but I'm probably just over thinking it plus who doesn't like nepgear

A little late but this only matters in terms of Re;birth 1. In the original it is implied they are just born with the knowledge as soon as the previous goddess is "gone" in order to fill the void. No such thing as "CPU Candidates" exist since there's only one goddess per nation. Histoire was the one granted the authorization to create a goddess when necessary and had the power to recreate Gamindustry at will if given the share energy necessary (this being the reason the True Ending of the original game makes it impossible for it to have sequels). In mk2 and beyond it is implied that they are born normally and just stop growing at a certain age (according to dialogue from Neptune to Nepgear,since apparently Nepgear was smaller than Neptune at one point). It is also mk2 which introduces the idea of CPU candidates being born as eventual replacements of their sisters.

oh congratz, btw don't you find it weird that Histy has everyone except the main cast/original characters. I find that hilarious, she even has the candidate cpus XD. also thats an epic image for the video with Gear and Plutia's mech version of Gear plushie XD... bah you should have added that scene from the anime in the end of the video just to add a comedy relief flavor to the video

They just are,don't question it. This is the game where Histoire has the absolute power to reshape Gameindustry herself. So yeah, the rules are slightly different than the rest of the series. That said, godesses are still born from shares in the other games, though it is implied they are born as babies and grow up until a certain age.

A bit late, but here goes: Because they represent handhelds (Nepgear - Game Gear, Uni - PSP, Rom & Ram - DS) - and Microsoft (XBox) doesn't have one, so Vert doesn't get one

Depending on how often you use the MB acquired for the Remake system, you may only create up to two nation's worth of sisters per only through (you get Rom and Ram at the same time) because that is how much MB can be acquired via the story. But, once you unlock the CPU Candidates, like with the DLC characters, they will be with you basically all the time.
