AFO has been around for around 100 years, but he didnt have hese quirks that whole time, remember he gave his original quirks to Shigaraki, while he kept copies of those quirks, my interpretation is that when these copies felt AFO was using their quirks, and probably also thanks to jirou's soundwave, they manifested in AFO to stall him.and help those fighting him
