Boosted means that a player ranked up through the game not through their own skill, but by being carried (or "boosted") by others (usually friends) to rank up. So when they reach Rank 1, they don't know what to do because they don't have the skill to succeed at that rank. Noob's calling himself boosted because he didn't do something he thought he could've done. It's a gamer's way of "lmao, I'm stupid xD, I should've been able to do it." Hope that helped!! ^-^
