Actually the true heir by rights of succession is Princess Rhaenys. She's the only living child of Prince Aemon Targaryen who was also the oldest living child of King Jaehaerys that hadn't taken any title stripping oaths. But unfortunately however great of a king he was he was still slightly misogynistic in a sense where only men should rule.

The point is that no. A king's word does not always mean law. And the Dance of the Dragons is a perfect illustration of that. Viserys thought his word was enough to make Rhaenyra his successor. Enormous error ! There are succession laws, traditions, practices of the society, historical precedents, etc...
