According to Wikipedia ( en.wikipedia.org/wiki/Induction_cut ): Originally, one of the reasons for the induction haircut was to reduce the chances of disease among closely quartered recruits from different geographical areas (with varying immunities), such as head lice. Furthermore, short hair also prevents the enemy from grabbing a soldier with long hair and slashing his/her neck.

when you go to the field to live in trenches and play silly bugger, really short hair is convenient... easy to keep clean and tidy, doesn't interfere with any of your kit, and as noted, someone can't grab it to manipulate you. Well, not really. There will always be people trying to assassinate you because they want the power. In a democracy, it's harder to do that because the power lies with more people. You will always have to appeal to the majority and the people who are helping you maintain power. Not a problem when the groups align, but absolutely catastrophic if they don't. How will you handle political dissent? If you appear weak, your opponents can use it against you. If you are too heavy handed, the people will be more willing to stage a coup. TL;DR: Dictatorships are very unstable, and in a country the size of America, just wouldn't work. There are going to be power vacuums and factions everywhere.
