you can use structure blocks to copy/save anything including ENTITIES, like items in an item frame! and (idk if this command is different or even exists on java cuz I play on bedrock) use "/structure load mystructure:put whatever you named your structure here" and it might work, you can even turn the structure with the command (idk if you can do that in java but I know you can in bedrock)!

You should add doors to the car, put the command blocks inside the car, and put a lever that activates the movement. You switch it and it will activate the moving version, replacing the current one and replacing each time you move, and then pressing the lever again will deactivate it while leaving the car there.

You should’ve just used /structure. It lets you save the structure in the world file forever so you don’t have to have the original still in the world, and you can rotate it so you don’t have to have 4 separate versions for each direction. Also it saves entities so you could’ve kept your item frame wheels

Next, have them located relative to a mountable entity (a horse would work). Using the "execute at [name]" command will let you teleport the entities relative to the horse regardless of where the horse ends up.
