The Caniac actually lunges at the player if they're too far away, which also means they can gain massive height if their player is above them, which is how they climb to the player

Apparently the Candy Cavity caves are just one big magical experiment for the Licowitches. That's the lore. Easy to attract dumb children like Hansel and Gretel.

I actually believe that the Licowitches never really grew up in a sense, and still have their childish tendencies, like how they laugh at you after they kill you. It's also officially stated that the Candy Cavity was created only a short while before the player spawned, meaning that these witches are quite LITERALLY the youngest threat in-canon.
