The first one is easily giving off gold digger vibes if you stop at first looks, but it also has a more economical meaning to it (if meant to, of course), where immigrants can bring more work force and growth to your country, "might become/might bring" is more fitting here. Could be worded differently honestly, because immigrants aren't 0 and 100, there are many shades in one person, but if we look at it from a welcoming aspect, then it does make sense. Does a government want to take in immigrants to make them part of their society and help the country as a whole?
