Increasing the prisoner wages in the bakery and restaurant to max could've helped. Shame nobody's made an autolighting mod that lets you choose what grid you want them on; 3x3, 4x4, etc. Mouse over what you _need_ for work and reform scores. They conflict. If prisoners are working, they're not doing reform programs. If they're doing programs, they're not working. The solution is to use your tiers to have them do the programs at one or more tier, and then work. A testing initiative is called for. I'm trying one out, but I might rethink it a bit to put gang members at supermax and only have them doing gang related programs or addiction treatments, then use max for any prisoners with any violent or volatile traits, or bump anyone up to max who attacks or unalives anyone through policies just in case I miss someone. Max will do or the violence related programs and behavioral therapy. Not sure which prisoners or programs should be in med tier yet. Min get all the access to all the work slots, but still need some programs as well to keep them happy and on the wagon.

I feel like the deliveries, exports, and garbage areas are too small. If you expanded them I think the helicopter issue would resolve.

I deleted my other reply ... seems he did actually "fix" visitation, although it seems to have very low throughput compared to the large number of waiting families lol
