Just to be clear, shadow raids do NOT have guaranteed high IV's, share the same IV floor as TGR grunt battles of 6/6/6. Heatran will inevitably be available in shadow raids but not for some considerable time since we are still only on the Johto legendaries (Roaming dogs). Highly recommend using 1 rocket radar on Heatran otherwise you will have to wait...

This is my first time removing frustration from shadow Pokemon. If I don’t have that Pokemon max evolved, and don’t have the candy currently, but I use a charged tm to change the charged attack, is it worth it? Idk if I can change the move again, after this event closes, once I do have enough candy for the final evolution. Or is it once frustration is removed, I can change the moves at any time?

Once you remove frustration it's gone for good, and you can change moves later at any time with tms.

Been a common glitch recently, if you're looking at a pokemon that's shiny or has a background/catchcard then slide over to a different pokemon, it will for some reason keep the shiny sparkles or the background onto a pokemon that doesn't have it

Yes you are behind and should know Fire Blast isn't the best Fire Charge move to give Shadow Heatran. Ideally you should use an Elite TM and give it it's signature move Magma Storm, but at least give it Flamethrower which is better than Fire Blast.
