The enclave started as a shadow gov in the us gov (where when the bombs dropped all who weren’t part of the enclave but came with them were killed) however I believe they slowly became what they were believing they were the last of the us government

Yes the brotherhood of steel was created by a united states army captain or commander i believe the original story goes he and the soldiers that were loyal to him as well as under his command stationed at what later became the masters main Headquarters but it goes like this he was ordered to protect and guard scientist during the pre-war era and a little while after the bombs fell i don't exactly remember all of it but he found out what the scientist were doing they were experimenting on prisoners of war and civilians so he had the scientist rounded up and interrogated and the scientist told him what they were doing and that they were just doing what they were told to do he ended up executing all the scientist and then he radioed of to command or he tried to but he didn't end up getting into contact with any one but he declared and said he was leaving the military he basically mutinead against the military and took the soldiers under his command and loyal to him and went on to creating the brotherhood of steel the same Happened in west Virginia except there were military officers trying to get in contact with command and there commanding officer which i think was that captain i talked about i don't know because it's been a while and i don't remember much about the lore but to sum it up the brotherhood of steel had a presence in west Virginia and the brotherhood there didn't succeed because well it was wiped out slowly until a few people were left then they died if you want to know the rest play fallout 76 you can incounter an old man in one of the large city's who was a member of that chapter that got wiped he survived but he well he took like half of the supplies of that chapter early in to it's making and expansion you have to play fallout 76 for the rest of the lore there is a military base a small one in the game where they trained there members and recruits
