It is both a PIP and PPP. Firstly it is a privately initiated project (PIP). Kenya did not send out Request for proposals nor invite anyone to bid. Secondly it is a PPP (Public Private Partnership). The two are not necessarily mutually exclusive.

One that is defending his country by exposing something shrouded in secrecy cannot be termed as ill motivated but instead applauded Ken. If the deal was conducted openly like any other but Amenya brings out conflicting yet unfounded accusations then the ill intent could have been insinuated. And again, even if it was an open tendering process but a patriotic kenyan witnesses steps that are not right, they have the RIGHT to question for clarity sake. Let Adan come out and defend themselves and again even where it is under PIP arrangement, Kenya must have another player's figures to compare with, not just to buy the idea blindly. KAA or ALG minutes/reports had questions or concerns unaddressed, why did the government push it through when the terms were unfavorable to us? Amenya was right to raise eyebrows. Let due process be followed and if it was Adan to win, he will still be awarded the same, above board.

Its the same thing here. PIPPP can be used interchangeably with PPP in this conversation. Example: The Adani PPP is a PIPPP.
