While their rejection of her is unfortunate, she is not entirely blameless, the phrase she uses has a much more nuanced meansing than a simple apology, details in a comment.

So for some clarity on why Theo got mad at Lena, it has to do with nuance and translation, Lena uses "Zannen" which means 'regrettable' or 'unfortunate' and is not necessarily an apology as it is translated as. While it can be used when someone fails a test or when you drop you toast, or even when you put a dent in your car, you would not really use it when witness someone die, especially not when you feel part of their death might have been your fault. This is why Theo goes "this is something you'll forget by dinner" because the nuance of the phrase "Zannen" implies exactly that.

For Anju, there still seems to be a bit of confusion as to why she’s considered an 86. It’s not Anju’s hair that got her cast out of San Magnolian society (yes, it’s a little more purple than, say, Lena’s, but it’s acceptable within the Alba. Specifically she’s Adularia, which is one of the Alba subraces - a distinction they don’t make in the anime). What got her cast out was her eyes - she has blue eyes, not silver, designating her as a mixed breed (specifically Alba and Celesta). In a lot of ways she has it worse than most of the 86 because of this.
