You need a special PC that can run the dark which is the only thing that can run it, idk what PC it is. And Using Tor or visiting the Dark Web are not unlawful in themselves. It is of course illegal to carry out illegal acts anonymously, such as accessing child abuse images, promoting terrorism, or selling illegal items such as weapons. So this guy is safe just as long as he doesn't do anything illegal on it. And in my opinion it should be illegal to access the dark web.
