To my knowledge all of the wolves have pretty similar rarities it’s just that the snowy wolf doesn’t spawn in a pack meaning in general less of them spawn as opposed to the other variants. Spotted and stripped are the most common as they have packs of 8 while all others not mentioned spawn in about 2-3

Trick for the powder snow that a ton of minecraft players tend to forget is that you won't fall into powder snow if you're wearing leather boots. I'm not terrified of that biome as I'll be wearing leather boots any time I go into that biome
