pro tip: if you dont want bonus pest chance you can talk Phillip in the garden (the npc where you exchange pests for temporary farming fortune) and if you exchange enough pests you can get a talisman that gives more bonus pest chance, but you can disable it which affects ALL bonus pest chance even if its from other sources

Your wheat hoe isn't bugged, it's just that when you farm wheat you get wheat and seeds at a 2:3 ratio. Both count towards cultivating, but only the wheat counts towards the counter.
