I used a claw hammer to pull a fence wire the other day, used the claw part to pull the wire as if you are pulling a nail out. As the wire was long enough I could wrap some around the claw and lever and pull the wire. With your wire being cut off short it would be more difficult, perhaps you could slide two crimps over the end of the wire, crimp the end first and use that to pull with the claw hammer then crimp the the one tight to the post and cut off the outer crimp and loose wire.😀

I don't like this fence and also the brown cement on top of it. When the cement is dry, you can remove the poles in wood and drill 4 holes in the middle of the stones, not backward, and fit the sames poles you have behind in metal painted in green. On the top put grey cement and the fence in metal painted in green.
