They just have their company's headquarters there for tax reasons. It's completely artificial, sure most of Qatar's GDP is in the hands of a few but those few are actually from Qatar and got rich from the resources and businesses in Qatar.

Honestly I think GDP per capita is terrible to use for economic power, because in a small country like Luxemburg with a tiny population just a few thousand rich people make the GDP per capita skyrocket. While in a country like China the population is so large that even if most of the population makes fine money, there are always more people that don't make as good of money, making the GDP per capita terrible. Measuring a countries richness based on how rich its people are is ineffective, sure GDP has tons of flaws, but atleast extremely massive and extremely small populations don't just heavily change the numbers. For a better example imagine you have 3 people in an island nation. 1 is a millionaire, 2 make average money. That millionaire heavily skyrockets the GDP per capita, so that island now may look very rich, but in actuality is not. GDP per capita isn't a good indicator on how rich an entire nation is, only how rich an average civilian is.
