If the numbers were 2 apart the smaller country would have a chance at winning. Getting provinces would increase your number somehow don’t ask me how that would balance out but let’s say it brought you up by .1, .5, 1 depending on how powerful the country was That’s just an idea but there are many ways to make this more realistic

Fun fact: basing territory on economic zone of control, as opposed to total land area, France, in 2020 is the largest country on Earth. This is largely influenced by the number of islands in the Pacific that belong to France. Sadly, France hasn't yet been blessed with the discovery of a large deposit if natural resources, such as oil, under all that water they maintain economic rights over (200 miles from land).
