Look at highway 6 another example. Shinokville was done by private companies, from the private sector,, not by the state.

Same as in Africa, China goes to poor poverty stricken nations and build massive stores and cities for them. If you think it is charity work you are sorely mistaken.. These nations cannot financially pay their debt back to China so instead they will pay it back in blood. When china wants to use these people for war and the government is on China’s side, what are the people to do? When China says “we own your infrastructure, do you want us to shut it all down?” How will they fight that?

I'm surprised that you're surprised to find that neighbourhood. This area has been like this for a long time. Real estate is way less expensive here than downtown. There are many Chinese expat enclaves in Phnom Penh. Not all are budget locations either. Around Naga casino and Diamond island for example. They're dispersed all over the place. Some are even way, way further out than the airport and the other highways. Then there's the Chinese Khmer community.... There's an enclave near you.

Phnom Penh was and used to be Chinatown. From "Kimmo Keljunen's book", before 1970, 300,000 out of 500,000 people living in Phnom Penh were Chinese. 3/4 of Cambodia Chinese were living in Phnom Penh before 1970.

yep. phnom penh only became more ethnic khmer after the khmer rouge. the chinese community really took a large hit under the khmer rouge. cambodia became more homogenous after it
