if you had opened that same chest, you would NOT have gotten the dev chest. The contents of a chest are decided once you open it. And since you would have opened that chest at a slightly different time than he did, your chances to get the dev chest would be the same as any other chest (99.95% no dev chest). Therefore every chest in the entire map could technically be a dev chest if you opened it in the perfect time (+other conditions) i cannot confirm that this is the case, but it makes most sense for a game to decide the contents of a chest when opening, because if every chest had their contents randomly defined at the start of the match, that would mean more data for the servers to need to store for the duration of the match which would just be unnecessary
