It's a great concept- they just need some plug ins or whatever to censor the bad stuff, more anti cheat, and maybe more admin crusaders on to more actively stop shenanigans.

I actually really love the anarchy in the nether rule, helps let people lose their hatred and fit with the christian theme of basically nether = hell and in hell theres only evil stuff. Making it so greifers and stuff likely stay in the Nether, and people who just want to play casually just stay in the overworld. 10/10 that's a really really good rule and fits this server surprisingly well.

I feel bad for the priest who made it but I have no sympathy for the admins/mods. I was banned for taking 32 granite from an obviously abandoned (and already greifed) base. After the admins shown a screenshot accidentally confirming that the chest was in fact over 3 months old (and therefore not against their stealing rule) they proceeded to change the rule.
