Toads aren't rare, they just use the rare lure to increase your chance to get them. They're pretty common after 9pm, summer and fall. No fish NEED bait, you can catch anything with no bait. Bait only increases your chances of catching certain kinds of fish. Nothing in the swamp is attracted to the epic lure, so you might as well just use none.

You MUST water anything you plant before the day is over, or they won't take root. You planted them all right as midnight happened. I was yelling at the screen to not plant them yet, you didn't have time to water.
