I think it’s when you press up on the d-pad while holding a meat shield. The holder tags a grenade into the meat shield then kicks them off and they do what Anthony does lol.

Leader should play with their team for power weapons. It's just up to the team to move with the leader as a group. Leader should stay out of chunk range and play for damage though rather than up front. A stationary leader is bound to get spawned on at some point.
