I'm probably in the minority but I would have talked to the sis first. After I had the PI evidence though so I wouldn't have to tell on nephew for how I got the details. I mean the kid wad definitely being emotionally neglected but it doesn't sound like he was being physically neglected and the mom wasn't on drugs. The op could have also stopped just giving her sis money and allocated the amount to the nephews expenses herself. She still could have gotten cps involved down the line. I dunno if guess cps thought it was serious enough to remove the kid so maybe I'm missing something. Still making an effort with the sis and the sis not complying might have won the parents over as it would not have seemed to come out of no where

The dumbest thing he could have done is talk to her first. Not posable any good could come from it. Many bad possibilities though. Any parent eho calls someone stesling kid school money and remobing them from any school or just doing hsrd drugs or gifting kids money to a dope dealer not a shit parent is also a shit parent and person both. Enabling thst and supporting it excludes them from kids and his life going forward. F-um kids best interst is only interest thst matters.
