Try dx11, its usually more stable (with lower fps tho) maybe those stutters Will go away, but usually they happen the First few games, Hope this helps

The reason for most of the performace issues is because you were using performance mode instead of dx11, although performance mode increases average fps the 1% lows are unbearable.
