The most definite reason why they're rushing the story is because they hyping up Jeju Island Raid Arc too much. For me, they can make it a one hour fifty minute film then end season 2 with the arrival at Jeju Island with the preview of who's participating on it.

Whereas the Hunters guild is just a guild called Hunters. Most guilds usually pick an area and keep it maintained, like the Knights guild is primary located in Busan

Clarification on a few things here... Choi is the head of the guild called 'The Hunters Guild'. The Hunters Association, is NOT the Hunters Guild boss either, they are the Association that tries to regulate the guilds and analyzes the gates. So the Hunters Association is the 'Watchers' or the Hunters (Not the guild, but all hunters) police force. The idea of the Hunters Association was to deal with the smaller gates, but the 5 major guilds have people who are focusing on the financial gains and have the ability to deal with the higher rank gates. The idea of the Hunters Association is to regulate the unguilded hunters and making sure the 'right' people tackle a gate. Choi also has a strong perception ability.

In Episode 2, it didn't explain it, but the leader of the White Tigers Guild absolutely saw Jinwoo's strength. That's the reason he backed down so quickly. The Hunters Guild is an established Guild but the Hunter's Association is the government legal organization that handles the hunters in general. However S ranks are mostly out of their jurisdiction in a sense since they dont have the power or means to keep S Ranks on a leash.

The device ranks through assessong magic powers basically it ranks people by the amonut of mp they have. If Jinwoo wa assesed early on he may jave ended up being assesed in like an A rank or B rank dedpending on how early he did the reassesment. This is because Jinwoo never invested that much in his Intelligence and only after the 75th floor tower that he invested skill points for intelligence to taise his Mp. The association is basically like the Union or government body that is regulating all of Korea's guild. Also the guilds is also basically like big business that is why al the guildsare situatedin yheir own territorial area so that they won't fight over who gets the most gates. If a gate appear in an area then the Guild in that area will be offivially handling them. The gate's threat also were not considered a big threat at all in this point of time since most guilds and the system can clear them out since they can assess the levels of gate before tacklong them. They only fac incidents when the gates turns into a red gate since those gates always end up being high level from their original assesment.

The balance between guilds that the Hunter Association mentioned was very important as you will notice in the next chapters, one of their neighboring country (I won’t mention it to avoid spoilers, and I’m still not sure how the anime will depict it) was controlled by just one guild, and it is not good. The distribution of power all through out the “territories” the 5 major guilds was important, though it was not further explained literally even in the manhwa you will get to realize that.

But I feel like there was enough material for them to do at least one more episode before his Re-Examination... Anyone with a high enough magic score is an S rank. It doesn’t have anything to do really with how good of a fighter they have shown to be, just how much magic they have. The difference between 2 S ranks in strength could be the same as the difference between an E rank and an S rank.

Where you complaining about them being rivals; the gates are less like a world ending crisis atm and more like a business strategy. The stronger the hunters in your guild the more profit there is to be made from the gates and less risk when tackling them. Anyone S-Rank cannot be measured by the device. You could be bargain basement S-Rank, or the equivalent of an SSS-Rank, and the machine would give the same error. Unless you somehow Broke it via too much magic? Maybe... But other than that, there is no noticeable difference in an assessment.

I'm honest, i never saw people getting more angry in general in ANY youtube reactions than when they realize that an epsiode of Solo Leveling ended 😂😂😂 You are so emerged that it feels like 5 mins and feel betrayed!!! It's funny because this episode was a lot slower, but the story is still so interesting and hyped that you don't want it to end. And no, the hunters association is not a guild, its a part of the state that keeps the guilds in check, observes them, observes criminal cases and gives the hunters their license and rank. And because their goal isn't to make money like a business (guild), they can't pay SJW as much as a major guild would do. You have to keep in mind, that when the major guilds get to strong, you don't have the physical power to keep them in check anymore at some point. And of course they are rivals, like normal companies. It's in human nature to rival each other and stand on the top. Especially in korea, where the pressure in this matter is high. Also, the humanity got pretty "used" to the monsters, so it's not like a real threat to humanity anymore.
