Hi, let me try to explain the confusing numbers: Eligible for university = all people who graduated high-school, of all ages. As it is in real life - people who are 30+ years old or already have a job, will usually not go to university, whatever you do. To increase the number of university students, you need to increase the number of kids. When they graduate high-school they will join university. Jobs available = all the jobs offered in the city, whether occupied or not. Unemployment rate = people umemployed / people over 18 (people up to 18 do not work in cities skylines).

Thanks for the explanation! The meaning of ‘jobs available’ makes so much sense now, I assumed it meant those were the open positions
