If everything fails, As long as the Kernels aren't infected, Of the motherboard or Windows itself like @alazarbisrat1978 said, Safemode, Else i guess new drive probably suffices, Hackers hijacking a kernel or driver of something worse than windows it self is a guess worth risking a new drive as solution over, Chances of that happening are pretty slim though then again, Who is going to ask you "Help i have over 25.000 viruses installed" the first ever who is genuinely that unlucky, Maybe shouldn't own a internet capable device. (Edit note: Using a Live boot Antivirus, Or reinstall are ofc also options, But if you know how to boot into safe mode your probably smart enough to figure the other steps out as well.)

As someone who terminally works in IT, I genuinely love every part of that "virus", but really once something gets bad enough I would just turn it off, pop the HDD, recover data in Linux, new OS install. If the data is encrypted via bit locker, you may be SoL in terms of what a general shop can do for you, but worst case scenario a new SSD/HDD should allow the computer to be repaired. That is.. unless the virus is a deep level rootkit or embeds in the BIOS, maybe some micro-code exploit, etc.

I swear, you find the friendliest tech bros... But there are so many places to start other than staring at programs randomly running. There's safe mode for one, which will allow extremely limited access for maintenance purposes. There's also bootable USBs you can use that will nullify the vast majority of malicious programs, as the OS will be completely different from the targeted OS, allowing you to scan for problems with vetted software.
