my plan is to move to cebu next year, maybe cebu IT, i want to be walking distance to the malls, markets, which is the best part of cebu, that has a good vibe, close to amenities

Business Park, IT Park are good spots. Also around SM City Mall. Mactan Newtown is good but smaller than the other areas, and Mandani Bay when its finished will be good but a bit expensive.
