My Users file starts with "contacts" there's no "app data" file... what to do?

Just to verify, you unhid the hidden folders right?

@@djvic4u if you have Windows, go to File Explorer, View, Expand the Show options, and click on Hidden Items.

I have trouble with no file in Image Overlay mod in game. I copy everything like you and it's not showing even if its in the right folder

Try completly signing out of Cities Skylines (like quit it in Steam too) and then reload Steam and then Cities Skylines.
