A lot of these changes display a serious lack of foresight. By making ki charge this fast, you are completely destroying the usecases for most of the ultimates in the game. Why the hell would anyone want to use 3 bar or 5 bar ults anymore when you've eradicated the difference in downtime between those and 10 bar ults? Especially in this new environment where everyone has more attributes to play with, so 10 bars of ki is more doable. The same goes for super attacks. Super attacks costing 2 bars as a downside, to balance out tremendous advantages, is now no longer of any consequence. No reason to slot Kame anymore whenever you can use x10 without feeling any consequence. No reason to slot Die Die or Gamma Blaster whenever you can use Sudden Storm without feeling any consequence. You're also destroying usecases for two of the most unique ultimates in the game- Breaker Energy Wave and Last Emperor. Now they're just two more beam ult reskins to add to the pile, instead of having unique considerations. Running a negative ki recovery, ki draining, or otherwise ki-starved setup? Breaker Energy Wave and Last Emperor could help you out. Not to mention you could use them AFTER dumping your entire bar on a break punish on ultimates or supers, and THEN STILL follow up with a free ult if you got them low or were low yourself. Now they just have no usecase.
