Absolutely NTA. The kid needs special care and attention, not everyone is equipped to handle that. I get breaking a promise and feeling guilty, but ultimately it's best for everyone if the kid gets the right treatment.

I mean, yes, op broke his promise with his mum but it’s unfair to blame him. In all honesty, I love everyone with that same mentality “I tried my best, but I can’t, so I back out”.

NTA. First thing's first, it was never OP's responsibility or obligation to take over his mother's mission to foster children. She had no right to even have this expectation of him. OP is not a bad person for being burnt out, especially considering that P obviously requires specialized attention that he's not qualified to give.

He is making himself the bad guy... but he does care for the kid. But I guess, it is beyond his capacity now.

Technically he did take over for mom. Now that we tried, I say f*ck it and wash your hands of this. OP NTA.
