John won in the end. Whether or not he's actually dead doesn't matter. He made the High Table bleed, made everyone see that they were as mortal as anyone else. And you're right, they showed that anyone is replaceable, even those they claim are allies. Therein lies their treachery, attacking the Bowery King, the New York and Osaka Continental -- more than willing to eliminate any faction for _their_ inability to kill one man who was more than wiling to leave them alone if they hadn't pushed him around one too many times; and more than willing to break the rules and proclaim they no longer apply to them in order to force everyone to bend their knee to the High Table alone. They did it to the Bowery King, after he pointed out that he aided Wick before he was _Excommunicado_ and thus his punishment was unjust; they did it to Koji, ignoring the rules that no business be conducted on Continental grounds, and _only_ deeming it deconsecrated when Koji attempted to enforce those rules. And in the process, those same factions made the High Table bleed resources, showing that they _could_ be resisted, even defeated. Even the Elder, "The One who sits above the Table," was not safe from retribution. If nothing else, John restored balance by reminding everyone in the criminal underworld of their mortality, and that the moment one ignores the rules... ... *_"Consequences."_*

The armor these high table suits have in their suits wouldn't stop the arrows or keep them from going all the way through the arms or legs. A 40 to 50 lb pull bow is enough to render these guys dead. And the weapons are fairly silent, thus you cannot tell where they came from after they are shot. Reality is all those archers would have put everyone of them down in one fell swoop. Why two shots, then wait? Making the movie go longer than it really would have, I suppose....fight scene is better if we leave reality out of it.
