Well, honestly, NPCs don't give a damn what you wear. It's not like their dialogue is coded to recognize your power armor. Only a few instances they do, but just a few. Anything else, "Feh, don't care."

The Fatman best place to get one imo is probably stealing from kleo in goodneighbor you can also buy a legendary two shot version from Arturo in diamond city but it's expensive and mini nukes are particularly rare early to mid game
