Actually the smaller you are the more does the air influence you via drag. There are some small critters that have more like hairs instead of wings, to float with the air. but you can't have a fast, autonomous locomotion...like RD.

I got to be honest even though it was unfortunate that rainbow hurt her wings but it was really nice of Fluttershy To let her stay over for the night And think Fluttershy is Right Being small Doesn’t change who you are And rainbow has nothing to be ashamed of about it as long as she enjoys what she does she has nothing to worry about And being small doesn’t mean you can never stop doing the things you love.
