I'm now 24 years old and finally understanding exactly how chaotic this song is with everything it's got going on in it, like the random sound effects and amount of chord changes, while still managing to sound like a competent song and capture the feeling of being hungover without a care in the world. Oh that's alright, it's a simple misunderstanding. The composers for this song weren't high, they were just setting the mood for the level. The song sounds goofy because they were trying to make it sound drunken, considering SpongeBob and Patrick eating all those Triple Gooberberry Sunrises.
