As a person who has played Cities Skylines plenty, allow me to explain what might've happened: When the city first started, you could see a few people moving in slowly, but Kevin immediately shut it down by cutting off traffic. This meant that the people in the city couldn't leave anymore, and the ones who wanted to move in also couldn't since there was no access into the city. So his population grew only by the sheer amount of babies being born, which is why it was taking such a long time for him to get more citizens. As soon as he opened the bridge for all traffic, people were actually allowed in, so all those houses he built and were empty the whole time suddenly got taken all at once. What the actual hell is wrong with you to say he's not corrupt? You're seriously a monster and it's scary that someone like you is allowed to walk around other human beings. If he's not corrupt, then go live in that country then. You deserve whatever happens to you there. Helpful little advice: Visit the country first. The posters are free in the hotels and considered a momento/souvenir, it's a good way for them to spread their country's honor and message. Take one of the posters off of the wall to take back home. It's an unspoken rule there.

Mackinac Island, Michigan, is an island in the state that actually has fully outlawed cars, people literally travel by bike or horse buggy across the entirety of the island, it's a very peaceful and serene place that I'd highly recommend looking more into for a similar society to this challenge

I lived in a "hamlet" where you came off the highway at 65 mph to IMMEDIATELY hit the breaks down to 25 mph when you swing into the town/hamlet, whatever. Your 10 mph limit reminded me of that lol
