Little word of advice on that weaponized vehicle you want to buy. There are 2 that I can think of which come with homing rockets stock, saving you cash: Scramjet (Mach 6 from Speed Racer). Has 30 rockets, crappy machine guns, jump and boost. You can use drive-by weapons (pistols, smg's and stuff) inside, which is a plus. Thanks to the boost, it's pretty fast. No explosive protection tho. Costs 3.48 million with no trade price. Stromberg (the yellow submersible car you drove in the stunt race). Has 30 homing rockets and pretty good machine guns. You can only use vehicle weapons (rockets, mounted mg's in it). Survives 2-3 explosions or 5-6 homing rockets (if someone is inside. If not, it takes less). It has a good speed for its class, but overall it's not great. Also is a submarine. Normal price 3.2 million, trade price 2.5 million - you unlock it by completing the Submarine Recon setup in Act 2 of Doomsday heist AS HOST. You will need a facility for that, the cheapest one is 1.25 million full price but they are on discount until Thursday.
