Interesting. I took a different approach for my custom Bill. I started by designing a new slope brick (4 modules wide, 7 plates high) with the top stud in the middle rather than off to one side. Though it's profile is technically an irregular hexagon, if you extend the longer edges to get a full, non-truncated triangle, it's almost a regular triangle. Then I added two bar attachments extruding from the edges so that pieces 93609 and/or 93061 (the modern skeleton arms introduced in Ninjago) could be used for his arms. I haven't decided yet how I want to do the legs. One of my ideas was similar to what you went with, but I never really fleshed it out. The other idea was to put a pair of 79194 (that piece used to let minifigs hold energy/spiderweb effects) on the underside and use them to attach booted skeleton legs.
