not a guarantee! dog body language is somewhat complicated and there is something called flagging that looks much like wagging. it's possible that this person knows their dog well enough to know this is playful, but you should never approach or try to touch a growling dog just because the tail is moving. hope that helps at least one person be a little safer 😊
