The ai will pretty much never give it up if its a franchise player first. You would probably have to give them all your first rounders

36:20 now, I have played franchise mode very frequently since NHL 18. Stanly cup with every single team and rebuilds, one nation only challenges, draft challenges. And I have never, NEVER, seen a goalie prospect like that. I always have draft class and prospect qualities "high" and whole class perferctly scouted.

For scouting I usually just fine scouts with A+ in a region and C or higher overall. At the start of the season I just put 1 in each region to “discover all prospects” for 5 months. After that time I go through and count individual players or just let the AI do it if there isn’t interesting guys in the region. Any extra scouts at the start of the season I either put to discover prospects in the more populated leagues or I will use them to scout individual players if I think they will be around one of my picks.
