@@jjobeyy not when minced. If you just seared the outside of a steak and the middle was raw, you wouldn’t have a problem as the bacteria sitting on the outside has been killed. When the meat is minced the bacteria on the outside is mixed throughout and so ideally it needs to be cooked fully to kill any harmful bacteria.
