Imagine a new mint that’s water based and looks like a pvz1 Tangle Kelp Call it Entangle-Mint and have it buff all water plants, and its ability upon being placed is to do one of two things. If the zombie is on land: Entangle the zombie and turn it into a weak spikey wall, kinda like gumnut If the zombie is in water: Basically just do what tangle kelp plant food does

Because while aquatic diminish lilypad's value, Amphibious plants are actively nullifying its singular usecase.

Honestly, lily pad is more vine than any vine, you already established with pumpkin that a vine doesn't need to have vine in the name, and lily pad can have plants on itself like a vine, it can also have vines on itself so it makes it a double vine. It's probably a S tier vine because it's almost impossible to beat big wave beach without it

To answer your question, on what I understood from that question: No, Aqua vine alone is the power creep version of lily pads so there's no need for lily pads to plant for you to plant aqua vine. Forgot to answer my other understanding of your questiom: Yes, vines can't be planted on each other, that would be broken, so you need lily pads to plant on water so you can plant vines.
